THE APPLICATION PROCESS

The Section 8 Waiting List is CLOSED and vouchers are no longer being issued due to funding cuts.

You can complete and print out an online application to send to our office.  This is a fillable form.  Please do not fax your application.  You must have Adobe Reader in order to view and complete the application.  If you don't have Adobe Reader, click on the link to download for free.  After completing the application, you can mail it or drop it off at Colonial Manor, 1212 Chestnut Street, Franklin, Pennsylvania 16323.  Applications are also available in the main lobby.

Interested persons must complete and return this preliminary application.  Within approximately a week after the Housing Authority receives an application, you are mailed a certified letter scheduling an interview to verify the information given on the preliminary application.  You must attend the appointment or reschedule, or your name will be removed from the waiting list.

You must bring the following items to the appointment:

ORIGINAL BIRTH RECORDS for all persons listed on the application. 

Note:  Many applicants find it necessary to order a Birth Record because they have lost the original.  If this is the case, you can either pick up an order form at our office, or print an online order form by clicking the following link:  Order form for obtaining certified copies of birth records.

ORIGINAL SOCIAL SECURITY CARDS for all persons listed on the application.

ORIGINAL PHOTO IDENTIFICATION for all persons listed on the application who are 18 years of age or older.

BANK STATEMENTS AND/OR SAVINGS BOOKS.

PROOF OF INCOME (pay stubs, check stubs from support payments, W-2 forms, Social Security letters, welfare letters, and any document that states your income).

PROOF OF CHILD CARE:  Letters or receipts from your child care provider.

THREE PERSONAL AND THREE LANDLORD REFERENCES.

The appointment takes approximately 30 minutes.  You must have the above documents with you to complete the interview.

It takes approximately three weeks to process an application.  The Housing Authority will send letters to the references you stated on your application; your credit is verified through the Credit Bureau; other Housing programs are checked to assure you do not owe any money.   Also, a criminal background check is conducted.  If you have to be fingerprinted, your application will take longer to process.  If you owe money to another Housing program, you must have the balance(s) paid in full prior to receiving any assistance from our Housing Authority.
